Ukrainian Forum at the Swiss Federal Palace: Parliamentary Dialogue on Protecting Civilians and Preparing for Winter
29 September 2026 23:00

On 29 September, the Ukrainian Forum “Russia’s War Against Civilians: Parliamentary Dialogue and Preparing for Winter” took place at the Swiss Federal Palace in Bern, with the support of the Embassy of Ukraine.

The event brought together Ukrainian and Swiss parliamentarians, diplomats and experts to discuss the protection of civilians, support for Ukraine ahead of winter, and further cooperation between our countries.

In her opening remarks, Ambassador of Ukraine Iryna Venediktova drew attention to the consequences of Russian attacks on civilian infrastructure and the critical humanitarian situation in the occupied city of Oleshky. She stressed the need to increase pressure on Russia, ensure the effective implementation of sanctions, strengthen Ukraine’s energy resilience, and secure predictable international funding.

Particular attention was paid to the return of Ukrainian children illegally deported or forcibly transferred by Russia. At the same time, Canada, Ukraine and Norway were participating in the Second International Conference on the Return of Ukrainian Children, Civilian Hostages and Prisoners of War in Toronto.

The documentary photo exhibition “Return Home”, dedicated to Ukrainian service members released from Russian captivity, was also presented at the Swiss Federal Palace during the Forum. Through personal stories and documentary photographs, the exhibition captures the consequences of captivity, the first moments after returning home, and long-awaited reunions with loved ones. It served as an important reminder of the need to keep the human dimension of the war in focus: the lives of those who have already returned home and those of Ukraine’s defenders who are still awaiting their return.

We extend our sincere gratitude to Katja Christ, First Vice-President of the National Council; MP Raphaël Mahaim; and Andriy Lushnycky, Honorary Consul of Ukraine in Switzerland and President of the Ukrainian Society in Switzerland, for their support and organisation of the Forum. We also thank all participants for the meaningful discussion and their solidarity with Ukraine.

Parliamentary dialogue helps turn support into concrete action. We will continue our joint efforts to protect people and work towards a just and lasting peace for Ukraine.
