On 1–2 June 2026, both chambers of the Federal Assembly of the Swiss Confederation approved the Agreement between the Swiss Federal Council and the Cabinet of Ministers of Ukraine on Cooperation in the Reconstruction Process of Ukraine. The parliamentary approval procedure in Switzerland has thus been completed. The Verkhovna Rada of Ukraine ratified the Agreement on 26 March 2026.

The Agreement establishes the necessary legal framework for the implementation of Switzerland’s support programme for Ukraine’s recovery and for the involvement of Swiss companies in relevant projects. The document provides for non-repayable financial assistance to Ukraine through the procurement of goods and services from Swiss suppliers for reconstruction needs, including in the areas of energy, transport, housing, and other critical infrastructure.

Implementation of the Agreement will facilitate the involvement of Swiss technologies, expertise, and investments in Ukraine’s reconstruction process, while also creating a predictable and stable basis for further deepening Ukrainian-Swiss economic cooperation.

The approval of the Agreement constitutes an important political signal of long-term support for Ukraine and a significant step towards the practical implementation of the CHF 5 billion assistance programme for Ukraine until 2036, adopted by the Swiss Federal Council in April 2024.
